Support at Home Delay – What Happened and Why?

From 1 November 2025, the Australian Government will introduce Support at Home, a new program that will replace the Home Care Packages (HCP) and Short-Term Restorative Care (STRC) programs. This change is part of a wider reform to make aged care services easier to access, more flexible, and better tailored to individual needs.

Support at Home will offer a simpler system where older Australians can receive care that better matches their changing circumstances. It will include different levels of funding, one streamlined assessment process, and a wider range of services, including help with personal care, household tasks, transport, nursing, and short-term recovery support. These changes aim to help people live safely and independently in their own homes for longer.

If you currently receive care through HCP or STRC, your services will automatically transfer to the new Support at Home program from 1 November 2025. You don’t need to do anything; your current funding and services will continue, with a government commitment that no one will be worse off under the new system.

If you’re receiving support through the Commonwealth Home Support Programme (CHSP), your services will stay the same for now. CHSP will continue until at least July 2027 and is not part of the first stage of changes.

The government had originally planned to start Support at Home in July 2025 but delayed the launch by four months. This was done to give everyone, clients, providers, and staff, more time to prepare and ensure the new system works well from the beginning.
